The first 2 winning rides show exactly the variations
In the second ride,Marcus does not strike the horse with the whip in the closing stages,but SHOWS it to him right to the line,as a reminder.

."Showing" the whip is often used ie.K Nesius,B.Marcus A Fortune etc.
It is also why crops are carried,even in races where rules say that they can't be applied.

If The Doctor did not strike Bellagio and she got beat a short head, he would have got suspended. Shame, I feel for the guy. He ended up in a lose-lose situation.
