If regulation is to work, the stipes should object ......in some countries the enquires are called ,considered and the verdict given before the horses get back to the enclosure..........it is their job and they should theoretically be qualified!
Our lot couldn't find their own bums,with either hand,with the lights on .......agree with Mr H...............who can say for certain what MIGHT have happened..........rules need to be objective .......not subjective
(interesting that Harry O would not allow his trainer or jocks to object as he believed that was the job of the stipes...........wonder what he would think today???)

sounds like our Police force....
I agree with Harry O....whose job is it to oversee the running of the race....

I put a friendly R20.00 on Kinematic Countess, was too scared to post, it was more out of interest
Guessing has never been widely acclaimed as a good gambling strategy.
