I don't mean to be controversial and I openly admit I really don't know but I do sometimes get the impression that it is not so much dangerous, more that some simply don't enjoy a bit of kick-back.
Certainly not heavy in the UK GB but different "ground" and weather.

I think it is time to get scientific - Surely you can have a measure for visibility like they do in cricket - If it is dangerous stop racing but all these inspections are a waste of time -

I agree Mr H. All TV is showing is Fradd continually throwing up his arms, I think he had made up his mind before they.... inspected

Funny to watch them in bad weather digging their dainty feet into "holes"
In good weather they start race meetings on surfaces with bloody great "holes".........but that seems OK...............lol
