I think everthing is illegal, or rather, there are no legal drugs you can give. Especially if administered soon before a race, eg on the day or a day or two before.

To guess, it must be a quarterzone based drug, used as an anti-imflamatory?

To be honest, I think there is a point I'm making. I always look to see if the 'drug' is a hard 'performance' drug eg a steroid, or a 'sports medicine' drug eg Deap Heat. I think I always feel that if you are going to get caught for a crime, it may as well be a cracker if the sentence is the same.
