National Horseracing AuthorityThe National Horseracing Authority confirms that an Inquiry was finalised at its offices at Turffontein Racecourse on 5 June 2019.
Charge One: Trainer Mrs S Miller was charged with a contravention of Rule 73.2.2, as read with Rule 73.4.4 and Rule 74.1, in that:

1.1 Mrs Miller is the trainer of the horse BONGO DANCE, which is a gelding;

1.2 BONGO DANCE was due to run and, in fact ran in the 6th race at the Flamingo Park Racecourse on 12 November 2018;

1.3 Prior to the race a specimen was taken from the horse BONGO DANCE;

1.4 Upon analysis the specimen was found to contain testosterone at a level of 218.81 picograms per millilitre of plasma, which is in excess of the accepted threshold of 100 picograms per millilitre of plasma;

1.5 Testosterone is a forbidden substance and also a prohibited substance.

Charge Two: Mrs S Miller was charged with a contravention of Rule 10.5.16, as read with Rule 10.5.15.6, Rule 74.1 and Rule 71.1, in that:
2.1 Mrs Miller is a trainer licenced by the NHA;

2.2 Mrs Miller operates a racing stable at Flamingo Park Racecourse;

2.3 On 12 December 2018, at the aforesaid stables, certain needles were seized by officials of the NHA;

2.4 Upon analysis the needles were found to contain testosterone;

2.5 Testosterone is a forbidden substance.

Mrs Miller pleaded not guilty to both charges, but was found guilty on both charges.

In respect of Charge One, the Inquiry Board imposed a penalty of a fine of R150 000 (One hundred and fifty thousand rand).

Furthermore, BONGO DANCE is disqualified in terms of Rule 72.3.2, and the conditions of Rule 67.7.8 shall apply.

In respect of Charge Two, the Inquiry Board imposed a penalty of a fine of R50 000 (Fifty thousand rand).

You have got to ask, is doping an epidemic in Kimberley? Are the trainers under more scrutiny than in other areas, or are they just less streetwise?

Of the Kimberley top 10 - who has never received a doping positive?

The National Horseracing Authority confirms that at an Inquiry held in Johannesburg, 7 August 2019, Trainer Mrs S Miller was charged with a contravention Rule 72.1.14.

The particulars of the charge being that on 24 June 2019, during the course of a stable raid, an electrical and mechanical cattle prodder, which device may adversely impact or affect the welfare of a horse, was found on her training premises at Flamingo Park, Kimberley.



Mrs Miller pleaded guilty to the charge. The Inquiry Board found her guilty of the charge.

The Board noted that there was no evidence presented which suggested that the device had been used on a horse and therefore the contravention only relates to the prodder being found at Mrs Miller’s training premises.

Notwithstanding this, the presence of the device was seen in a most serious light, as it created the potential for the welfare of the horse and the integrity of horseracing to be severely compromised.

Accordingly, the Inquiry Board imposed a penalty of:

A three month suspension of her trainer’s licence, which suspension is wholly suspended for a period of twelve months on condition that she is not found guilty of a similar offence during this period;
AND

A penalty of a R20 000 fine.
Mrs Miller has the Right of Appeal against the penalty imposed.

National Horseracing AuthorityThe particulars of the charge being that an Out of Competition plasma specimen which was taken from the horse CAPE REBEL at her Flamingo Park Stables in Kimberley on 6 May 2019 disclosed upon analysis the presence of Flunixin, a prohibited substance in terms of the Rules of the NHA, and the administration of which was not accurately recorded in her Veterinary Treatment Register.

Mrs Miller pleaded guilty to the charge.

The Inquiry Board found Mrs Miller guilty of the charge and imposed a penalty of a fine of R18 000.

Mrs Miller has the right of appeal against the penalty imposed.

Cattle prod is normally to force cattle / pigs etc move in certain direction.
Or can be used to help make carcasses be more tender as meat stimulation.
As far as use on a horse. It can be used to inject a pulse into a horses hip during a training run, in connection with a word command. The horse would increase speed during a race where the command word replaces the actual prod.
The size of prod/pulse machine is also an important factor.

Not suggesting this was the case and an explanation from the stable would clarify what its used for?

i am not gonna comment on the doping side but the cattle prod is not great. Previously a Vaal trainer was also caught about 8 years ago. did they apply the same sanction. irrespective of the sanction i would expect the owners in her yard to seriously question whether they want their horses trained by someone who in in my opinion torturing the horses in her care. i would move my horses ASAP to anyone other than the person torturing my horses.

I love the sand racing and was devastated when the Vaal sand track was unceremoniously shut down without a whimper from owners, trainers and breeders. Just could never get into the sub-standard, inconsistent racing down in Kimberley and don't follow it but seeing the NHA don't want to investigate this alleged cruelty to animals, maybe the SPCA should be notified.
