Here's just one example as to why SA Rugby finds itself in its current mess:

The NZ Super Rugby franchises ALL announced their 2017 squads at the end of October.

To date - and we are midway through December - I am not aware of a single SA franchise having finalised its personnel for the forthcoming season; which is now 6+ weeks away from starting.

Sadly there is one word which sums up our efforts : Unprofessional.
