is this a false start ?

I noticed in the replays that one of the gates in the 3rd race today opened before the rest .

Is that not a false start ?

Stipes are a disgrace the stall gate of National Fleet opened early and the jockey pulls back on the reigns to stop the horse from running then all the other gates open and he is left in the stalls and he is declared a runner anyone who backed this horse did their money in cold blood. Catch a wake up stipes.
