'OFFICIAL BETS' LEGAL?

Telebet has an introductory chimer-

'Please note, the official bet will be those bets called out by the operator.'

Is this legal?

Add to it:

1. Some of the operators cannot pronounce;

2. Cackilng, laughter and other distrubances in the background;

3. They rattle the numbers off like an express train....

They should sms or email bet confirmation for account holders. Obviously this doesn't help for bets taken at the death, but having a paper trail to confirm and check bets is always good.
