I have just read an article on Sporting Post regarding transgressions against the Jockey Club rules and this got me thinking. In the past decade or so, ever since they changed their name it seems, control seems to be lost. As an outsider it seems to me that you are either "in" and untouchable, or out and open to punishment.

This reminds me of the situation in our country ever since Zuma took over.
