General Franco scratching. Deduction rule?

Can anyone tell me how the deduction rule works with a reserve runner who gets in then shortens 8/1 into favorite and gets scratched.
Surely this is unfair and the bookmakers should prove that there was such amount of money to shorten into favorite. I already heard yesterday that he wouldn’t be running.I would like to see what the bookmakers do about this.

Same as any other ... But only on bets prior to the scratching... Doubt there would have been fortunes wagered on the race?
