Tote and Bookmakers odds

Can somebody kindly explain the difference between these odds to the guy that was doing Mauritius racing commentary today.He babbles on about how much value there is on the tote and punters need to snap up these odds....... does he realise that the odds change right up to and sometimes after the race has already been run. He and many other presenters always mislead the public about tote odds and they need to be educated about tote odds which fluctuate as per the the amount of wagered.
