Unlike Ireland’s strategy to race only near Dublin, I still think Joburg should use the Vaal instead of the BigT. The Vaal is so remote that not even the Govt gives a rat’s arse abt it.

the vaal is in the free state. so technically they would all need permision to travel inter province.
Vaal lease will also be an interesting negotiation with new non Phumelela racing entity. wonder if they will be able to get out of lease on both sides?

Aaah different province, of course. Tks. So that will probably also mean that Vaal based horses can’t raid BigT. Eish, I wonder if anyone has thought of that.

IS SPECIFIC PERMISSION TO BEGIN OPERATING REQUIRED?

South Africans eagerly await the publication of the government Gazette which will contain the latest lockdown regulations.
A question to be asked is whether specific permission is required to start operating or whether the go ahead can be given within an industry based on an interpretation of the regulations gazetted?
The horseracing industry is in a unique position as it falls under the jurisdiction of more than one ministry.
While it complies with the regulations pertaining to one of these ministerial jurisdictions it might not comply with another.
However, is waiting for permission a wait for something that is never going to happen?
If horseracing were seen just as agriculture it would comply.
According to a leaked document last week the new regulations will also allow non-contact sport to continue, so if horseracing was a sport it would comply with that too. Horseracing is not a sport which relies on crowds either and in this day and age even under normal circumstances most fans watch on TV or online streams from the comfort of their homes. .
The only sector of the horseracing industry which does not comply is gaming.
However, the agricultural (breeding) side of racing has always been geographically separate from the gaming side and the sporting side of racing can easily be separated from the gaming side in the same way as has been proven in other countries around the world during lockdown.
In fact, South Africa's horseracing industry has always been at pains throughout lockdown to make it categorically clear that the gaming side of the industry which does not comply with the lockdown regulations will remain lockdowned. This includes all betting shops and Totalisator outlets both off course and on course. Meanwhile, online betting, which complies with the social distancing regulations, continues.
The regulations which appear in the Gazette are legally binding.
The Gazette is due to be published this week.

Sounds logical, just say you read the level 3 doc and started to race 👍
For example if another industry was told in level 3 could start, I am sure they are not waiting, their employees will be going to work on the first and the company must just have the protection, rules and regulations in place.

I am certain the document quoted was a DRAFT DOCUMENT - too many questions - way more than 50 people required to run a meeting - Crossing provincial borders - Sports and entertainment .... best for that expensive Law firm the NHRA uses to write a letter to the SPORTS MINISTER (you can't one day want to be Farmers and use the Agriculture line and the next day want Springbok Colors for Jockeys) for clarification...

Mac yes first thing thought about, I don’t think that will be a problem, they can get a permit once of travel. There are many things happening that is not controlled by the policing right now.
