Genuine question, will Durban based satellite yards like Snaith, Kotzen and Kannemeyer be classified as raiders or KZN yards?

CONDITIONAL GRADUATION 70 000
For One and Two time winners
A race restricted to 2 x Winners with 3 kg (6 Points)
separating the highest weight in each category.
The maximum and minimum weight allocated for each spread
will be as follows:
2 x Winners : 61 to 55 kg
1 x Winners : 58 to 52 kg
Sex Allowance of 1.5 kg for Fillies and Mares, subject to a
minimum weight of 50 kg
The winner of this race will not incur a penalty of more than
6 Rating points.There will be no rating increase for placed horses.
An example of what the spread could be is given below,
2-Time Winners : 61,0 kg = 93 to 98
60,0 kg = 89 to 92
59,0 kg = 85 to 88 etc down to 55 kg
1-Time Winner : 58,0 kg = 90 to 95
57,0 kg = 86 to 89
56,0 kg = 82 to 85 etc down to 52 kg

Sex allowance for fillies or their inferiority to colts has long been proven, beyond all doubts, to be 5lbs; so how did they come up with the 1.5kg?
