Isn't that like having two sets of rules and they can choose which to use?
I really don't recall them using the second one since the objection rule has changed though.

I'm sure I have seen horses running on strongly to at least get a place then be interfered with by the eventual winner and the jock stops riding or even pulls up the horse and runs out the money yet they have never done anything about it.
