UK Trifecta and Quartet - Offered In Designated Races Only

The other day at Lingfield there was no Trifecta or Quartet offered in certain races of the meeting. In particular Race 3 was not offered but in Race 1, 2 and 4 had. I assumed it was an error in loading these bet types.
Today at Haydock only races that had the Trifecta and Quartet was Race 3, 4 and 5.
I have come to an assumption that these bets are now based on field size. In the UK there are numerous races that have 4 to 7 runner fields. If this is the reason they are yet again losing their take out of 25%. Even if they took R1000 take out for the Trifecta and Quartet per race, that is R2000 minimum for two races. On a monthly basis they are going to lose 100k profit.

Slowly but surely we killing racing in South Africa by not maximizing profits but paying for visuals.
