Jackpot qmix 1 - 3900 live tickets, but horse in next race has 5100 on it alone

Please can someone help me understand, because the super geniuses at the tote does math that I battle to understand.

Jackpot qmix 1, shows 3900 live tickets left. Yet, the number 5 horse in Hong Kong alone carries 5100 tickets... let alone the tickets on the other horses! How one earth will a horse carry more tickets than is actually live?

And this is after the first leg with payout already R8...

I have seen this before so nothing new but I think they do get the dividend right at the end of the day.
When races are delayed,like today,and go off before the carded legs they get a bit muddled up
