ante post betting - deduction on the winner

I think a couple of bookies are trying to steal a bit of money from me
how can an ante post bet be subject to a deduction?
if your horse is scratched at anytime after you have taken the bet, you lose your stake - so how can there be a deduction on the peter's horses today when they [the bookies] obviously collected on the ap bets struck on those horses
there was no deduction on quite a few other bookies
anybody know the REAL rule?

There suppose to be no deduction on ante post betting.
Deductions apply when the final fields are declared and the bookies price up thereafter.
Which bookmaker applied ante post deduction?

@ Bob - the race was the Summer Cup
One bookie is those serial offenders morris V - they just about always have a bigger deduction than anyone else
The reason I am asking [or is it aksing?] - I seem to recall [my recall is not total anymore] that I read somewhere that if the scratching is compulsory, the rules change--- meaning you don't lose your stake and deductions apply
Yesterdays scratching's were surely compulsory - so if anyone can save me the journey to the gambling board.....

• An ante-post bet is a bet on a medium to long term feature race or event.
• In the case of weather or outside influences that cause an event to be postponed or rescheduled to
another day, then all ante-post bets shall stand. Ante-post bets may include runners that do not
ultimately participate in the race or event and bets wagered on such will be considered losers. These
races / events may be referred to as “all-in” events. No deduction shall be taken on scratching from
ante-post all-in races or events.
• An ante-post bet will be void where the race on which the ante-post bet has been placed is officially
abandoned, the conditions of the race altered or if the venue of the race has been changed. In these
circumstances any multiple bet, which includes this selection, will be paid out on the remaining
selections."

Fingers most likely human error, sure ante-post bets will have to be settled manually and not by an automated system
