October 2024 Stipes reports TCO2 level reporting PE vs. rest of country

Going throught the weeks Stipes reports the following jumps out.

PE report many TCO2 test that are initially over the level but are fine with second test.

The other 3 provinces dont report any or 1 or 2.

Is this a reporting problem from NHRA or is it a PE issue?
