The SPCA...should be on course..
each horse that goes down sore...must be scratched..

The SPCA note the horse without telling the vet at the starting stalls..
the jockey can feel and see the horse is sore..he must tell the vet to scratch the horse..

the vet failing to scratch the horse...will be supsended without pay for 3 months..
the jockey riding the horse will be suspended without pay for 3 months..

no racing in 3 months...????
