Where to from here?

In the words of Stan Elly, where to from here?
For racing to survive we need more stakes so we need more betting,so apart from the obvious concern that P & GC do not seem to perceive the danger or urgency of the payout situation,I wonder if there is any planning for racing with regard to weather conditions.
The amount of race meetings abandoned, either partly or entirely,is surely concerning, and changing weather patterns suggest that racing needs to take action to be able to race in far worse conditions than is presently the case.
I regret that, being extremely cynical about racing management,I would be surprised if the matter was under any sort of discussion or planning.
They managed to race in the snow in the UK on their all weather tracks, and if climate change is a fact, that is our future,I would guess.(perhaps turf tracks could have have some sort of covering to protect against flooding prior to race days...many meetings are abandoned while the weather is fine, but tracks wet through earlier rains)
Is anybody thinking about it?
