I'm sorry, the guys been punting for 30 years and didn't know about bookies limits. 
When I was last at Marshalls in Umthlanga over Christmas last year there were tote operators, not sure if this has changed since then.
If there are still tote facilities there then the punter has only himself to blame.

Yep i agree with all of you he has been punting for 30 years surely he has a TAB account
every one has unless he doesn't like the TAB like some members do so he has to pay the price TUFF COOKIE or is this another marketing stunt ????????

I see it this way.
If this scenario takes place , which in my opinion should, then the punter is being robbed.
The bookie gets the bet from the punter
The bookie takes it back with the tote
The bet wins and the bookie gets paid by the tote the FULL AMOUNT.
The bookie pays the punter the limit amount.
So the bookie make a huge amount outof being the agent.
The bookie also gets a kickback from the tote for his tote agency
The flaw is that the bookies hold the bet whereby everyone looses, including mainly the stakes pot.
My final observation is that it should be law that bookies pay the full dividend

i can definitely empathize with the punter for not collecting the full dividend .Unfortunately rules are rules and now its clear and obvious that the tote will make a meal of the fact that they pay out the Full dividend.If it was someone that doesnt even really play horseracing then i can say hopefully that person would have been made aware of the difference between taking a bet on the tote vs taking a bet by the bookie.After 30 yrs of been a punter then that is a different story.I am still definitely in favour of the public been paid out though

Why if the bookies are prepared to take the open bet arent they prepared to pay the full amount ?

Win place double bets etc at the bookie and exotics at the tote its so simple, he robbed himself especially having 30 years experience.

The obligation is on the punter to know the rules prior to placing a bet.
I do not agree that the bookie should be forced to pay the full amount but you cannot have an effective double cap on the payout based on a percentage (fractional) bet having been taken.
The bookie should pay the full amount if the fraction won is within the cap limit, that would be fair to a punter.

LSU not sure i agree with the % part of the bookies rules also, but rules are there to protect the punter and the bookie
Having rules in place help the punter more than they will ever hinder the punter

Bob, I agree with you.
I just believe that if my fraction won amounts to R200t and the bookie limit is say R500t I should get paid the full fractional dividend.
Not a fraction of a fraction which is what these rules amount to. I cannot believe that any punter will place such a bet as it could not possibly offer value except if it is a credit based wager which I certainly don't prescribe to.
